Limitations

All properties must be located within property tax jurisdiction of the City of Houston.

Eligible property types: Single-family homes, duplexes, triplexes or quadraplexes, attached townhomes, condominiums or cooperative units.

Seller financing is not allowed.

Applicant must be a homeowner or renter that resided in the presidentially declared disaster area at the time of Hurricane Harvey

Homeowner/applicants must agree to a limited subrogation of any future awards related to Hurricane Harvey, to ensure duplication of benefits compliance.

Note that buyers cannot receive cash back at closing, regardless of the initial contribution made. Additional funds must go into the transaction.

Must meet one of the two (2) applicable HUD CDBG National Objectives: Low- and moderate-income (LMI) benefit or Urgent Need.

If the property is located in the 100-year floodplain, flood insurance must be obtained on the subject property prior to closing, evidenced by a declaration page, with an effective coverage date no later than 30 days after closing, and must be maintained on the property during the life of the property, regardless of transfer of ownership, in order for the property to qualify for federal assistance in the future.
